He holds a B.S. in Electrical Engineering and is a Certified Healthcare Facilities Manager (CHFM). Cesar has extensive expertise in fire/life safety, Environment of Care, and critical utilities, with a strong track record leading engineering and biomedical teams. He currently serves as Facilities Director at Encompass Health Modesto and is fluent in both English and Spanish. Cesar is an active member of ASHE and CSHE.
Tim Rielly, CSHE Lifetime Achievement Award
Tim Rielly, CHFM, Senior Director of Facilities Engineering at UC San Diego Health, is the recipient of the CSHE Lifetime Achievement Award, recognizing nearly five decades of distinguished service, mentorship, and leadership in healthcare engineering.
Tim’s career began humbly in a hardware store, then as a plumber’s apprentice, before landing an entry-level engineering role at Tri-City Medical Center. Guided early on by a mentor who saw his potential,
Tim joined CSHE and immersed himself in professional development, certification, and leadership - eventually becoming San Diego Chapter President, State President, and Region 9 Director for ASHE. Wherever
he has served, from Tri-City to UHS to UC San Diego Health, Tim has left a legacy of excellence, collaboration, and community.

Mike Cooper, 2024 CSHE Central Valley Facility Member of the Year
Mike Cooper retired in August of 2021 after 35 years as a Healthcare Facilities Engineer. When he first got into the industry the initial plan was to stick around for a few years and see what comes up next. Working along some very knowledgeable and talented people the "temporary" plan soon became a permanent career decision. I started at St. Joseph's Medical Center in Stockton after having been a field service technician for several years. I learned a lot from the staff at St. Joe's, from the leadership team all the way to the Engineers, Apprentices, and even the Utility. As time progressed, I was offered the opportunity to be a part of the team that opened the new Kaiser Medical Center in Modesto, Ca. Joining the new Hospital team before the construction was complete provided all of us with a great insight to what's really behind the walls and above the ceiling tiles, also being there as the construction was winding down, we had input in some things that we felt could be changed to make maintenance easier down the road. Since retiring I bought my first ever fishing license in 2023 and have been working on my fishing skills (I have a long way to go). Last year I even took a weeklong trip to Flaming Gorge Utah for a fishing adventure with a group of friends, I must have done Ok as the group invited me back this year. I have been playing golf and taking the travel trailer on journeys to the foothills and to the beaches. I am still committed to CSHE, ASHE and the good information each organization offers.

Monica Dang, 2024 CSHE Orange County Facility Member of the Year
Monica Dang has spent 26 years at Hoag Health System, currently serving as the Licensing, Safety, and Emergency Management Program Manager. Her time at Hoag reflects a strong dedication to healthcare, safety, and regulatory compliance. In her role, she manages the intricate licensing processes necessary for expanding the hospital's facilities and services, ensuring compliance with Cal OSHA, Det Norske Veritas (DNV), California Department of Public Health (CDPH) and the Centers for Medicare & Medicaid Services (CMS) regulations and standards, which are crucial for maintaining a safe environment for both patients and staff. Navigating this complex process has required a thorough understanding of regulatory requirements and meticulous attention to detail. Her efforts have been instrumental in expanding Hoag Health System's service offerings, ultimately enhancing patient care and supporting the hospital's mission of excellence. Monica’s commitment to her field is further reflected in her involvement with professional organizations. For the past 10 years, she has been an active member of the California Society for Healthcare Engineering (CSHE) and the American Society for Health Care Engineering (ASHE), sharing her knowledge and learning from others to advance healthcare engineering practices within the state and participating in national initiatives aimed at improving healthcare facility management and patient safety. Through her participation in CSHE and ASHE committees, Monica has formed meaningful friendships and professional relationships, which she deeply values and considers integral to her growth and success. Monica’s career has been shaped by the guidance and inspiration of great leaders, for whom she is deeply grateful. She values the importance of teamwork and feels privileged to work with exceptional people and is continually inspired by their commitment to excellence. Santiago Chambers, 2024 CSHE Facility Member of the Year
Santiago D. Chambers, Sr. is the Director of Plant Operations at UCI Health - Los Alamitos in Los Alamitos, CA. Santiago oversees Engineering, Biomed, Security, Plant Operations and is the Hospital Safety and Emergency Management Officer. Santiago currently serves as the CSHE State Vice President and has been a member for 20 years. Santiago holds a Bachelor of Arts in Health and Human Services from the University of Arizona and is only 3 courses away from completing his Master's in Healthcare Administration from the same college. Santiago is a US Navy Veteran. Santiago has a wife of 29 years who is a Pharmacy/ Nurse Consultant and 3 adult children. His oldest daughter completed her Bachelor's of Arts in Communications and works as an Animator/ Production Assistant. His second daughter is a Senior in college in Texas, and his youngest son is a Corporal in the US Marines. Santiago enjoys serving as a church deacon, child passenger safety volunteer, and painting/ doing crochet in his spare time. Santiago credits CSHE with helping to build his career and professional networks in Healthcare Engineering.
Tabatha Utley, 2024 CSHE San Francisco Affiliate Member of the Year
Tabatha Utley was born and raised in Columbus, GA, before making her way out to California where she now spends most of her life (other than a few years in Denver becoming a Registered Nurse and running 24-hour trail races and hiking 14ers). She is currently the Healthcare and Senior Living Regional Manager for Tarkett, covering Northern California and Northern Nevada. She enjoys being the resource that healthcare needs to understand the technical side of flooring and how it not only impacts a facility financially, but can also have a positive impact on patient care and healing. She is honored to have been chosen as the 2024 CSHE SF Affiliate of the Year.
Glenn Greene, 2024 CSHE Central Valley Affiliate Member of the Year
Glenn Greene has been a CSHE Affiliate Member for 21 years and is currently serving as the Central Valley Chapter Secretary. Glenn is an incredible resource to healthcare faclilities with over 37 years of experience with Holt of California. He is also a member of ASHE.
Megan Johnson, 2024 CSHE Future Leader of the Year
Megan Johnson began her Facilities career at Children’s Hospital of Orange County (CHOC) in 2017 supporting the Facilities Management. Megan was recently promoted to a leadership role as the Facilities Manager at CHOC in February of 2024. During her time at CHOC, Megan obtained her CHSP (Certified Healthcare Safety Professional) certification and received her bachelor’s degree in business administration from the University of La Verne. Megan continued to supplement her passion for Facility Management by taking continuing education courses through the Facility Management program offered by University of California, Irvine.
Megan Johnson has 7 years of experience in hospital operations: fire life safety regulatory requirements, water management, sustainability, biomedical engineering, minor infrastructure projects, utility management, environment of care, capital planning, repairs and maintenance of new and existing infrastructure in support of one acute care hospital and network of primary, specialty, and ancillary clinics throughout the region of Southern California. Megan has an expertise in regulatory compliance requirements including NFPA, The Joint Commission, CMS, CA Title 22, CA Title 24, HCAI, and other local AHJ.
Mitch Greer, 2024 CSHE Central Coastal Facility Member of the Year
Years ago, when I was introduced to CSHE, I wasn’t really sure if I wanted to get involved. After discussing it with my CEO, he encouraged me to give it a try. CSHE has been an constant resource as well as an excellent networking source. It is a great spot to help gather and share information about current hot topics and discuss facility issues. With new regulations and guidelines being introduced on a constant basis over the years, it’s been a big relief knowing that I have colleagues to go to for guidance and help. CSHE has been a big part of my success as the Director of Facilities at the Lompoc Valley Medical Center for 23 years. I have been a member of CSHE for over 20 years and the President of the Central Coastal Chapter for almost that long. I have been married to my wife for 29 years, and we have three grown children, two grandchildren, and one cat that trumps them all. My hobbies include working on our 1967 Chevy Nova, our 1957 Chevy Wagon, and playing horseshoes. |
